Thanks for your report.

There is a current issue with font configuration for Chinese, but it's
about to be fixed (please see bug #1351092). Stop pulling those packages
from data/pkg_depends is not a reasonable way to deal with the issue
IMO. (Btw, fonts-droid is still included in all Ubuntu installations,
also non-Chinese.)

ibus is the default IM framework in all other Ubuntu distributions
except for Ubuntu Kylin, so you cannot just remove it from
data/pkg_depends. Besides, ibus is currently a dependency of standard
packages also in Ubuntu Kylin. This may be changed going forward. In the
meantime the ibus engine packages may be redundant in Ubuntu Kylin, but
they don't hurt as far as I know.

  Modify data/pkg_depends file for zh language

Status in “language-selector” package in Ubuntu:
  Incomplete

Bug description:
  When users installing the fonts-droid,fonts-arphic-uming,fonts-arphic-ukai 
pacakges, system fonts become not good-looking. So I suggest removing 
fonts-droid,fonts-arphic-uming,fonts-arphic-ukai pacakages for zh-hans and 
zh-hant.
  In addition,because Ubuntu Kylin integrate fictx ,so I suggest remove ibus 
for zh-hans and zh-hant.
