I *think* I have found the source of the problem. It is not gnome-
control-center. I's KDE's settings that tend to "Stick".

  Hello all!

  I have a persistent problem with changing themes. When I change them
  through the appearance section of system-settings, the themes do not
  change (neither GTK3, metacity, and/or icon theme).
