Title:
Logout/Shutdown buttons should reside in System menu as well

Status in “gnome-panel” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: gnome-panel

I think it is non-intuitive to have logout/shutdown buttons under the
user menu. I don't think people will look there to shut down or
restart. They should also be put back under the System menu (so people
have a choice and people can find them).
