Alberts Muktupāvels, thanks for the quick response. It would seem a
downstream issue in that Ubuntu would need to have at least the package
compiz-plugins a dependent of a gnome-session-fallback install, and the
appropriate plugin bits enabled for Application Switcher.

  3) What is expected to happen is when one installs gnome-session-
  fallback, logs into this session, and clicks Alt+Tab, it switches
  between windows.

  4) What happens instead is it doesn't. This is despite how in System
  Settings > Keyboard Shortcuts the "Switch Applications" is set to
  Alt+tab.

  WORKAROUND: Install packages compiz-plugins compizconfig-settings-
  manager and in CompizConfig Settings Manager enable Application
  Switcher.
