Works for me with the same version [2.82 (14160)]. It did take a long
time to download! I have 276,381 rules.

This is the URL I use, seems the same as yours:

You could try adding a cron job as described here:

I would advice trying to ping john.bitsurge.net it maybe blocked on your
network or DNS?

  Blocklist always has 0 rules

Status in “transmission” package in Ubuntu:
  New

Bug description:
  Everytime I try to update the blocklist from a remote source, the
  popup says, update has succeeded but has 0 rules.

  This is weird. Everytime. I use this one:

  The version is the latest, 2.82

  Any suggestions what I can do? Maybe it's a bug?
