Sorry, I've finally found the issue on my system: /etc/sane.d/snapscan.conf had
the wrong permissions. (But that's my fault, not Ubuntu's!)
Running "SANE_DEBUG_SNAPSCAN=128 scanimage -L" put me on the right track.
("configuration file not found")

sane-find-scanner returns "found USB scanner (vendor=0x04b8, product=0x0130)
at libusb:001:004
.
scanimage -L returns "No scanners were identified...."
this occurs in Ubuntu 8.04, with all patches.
xsane 0.995-1ubuntu1 is installed.
