There’s no need to move the file out of your home folder, just give it
more read permissions (right-click it > Properties > Permissions tab).
As this issue was about a user image, it does not belong to the ubuntu-
wallpapers package.

User added wallpaper doesn't show up in lighdm launcher

Bug description:
Using a clean install of Ubuntu 14.04, when I add my own wallpaper in
the system settings 'Appearance' manager, it's not visible in the
Lightdm Launcher before login. I have encrypted my user data. My
understanding of this is that because I'm using encrypted user data,
and the 'new' wallpaper is located within my user data, it's not
decrypted until I log in, thus making it impossible for lightdm to
view. The effect is to default back to the 'standard' wallpaper for my
user data.
A workaround is to simply copy this wallpaper into the
/usr/share/backgrounds folder, and choose it instead from there. While
this is easy for me, a new user would have trouble with this. This bug
should be marked as non-critical, however important for the overall
look and polish of 14.04. Encrypted user data on the /home partition
should be considered standard, and well supported. My guess is that
when adding wallpaper, it should be automatically copied to the
/usr/share/backgrounds folder.
