Public bug reported:

Did not install with the upgrade from 12.04 LTS to 14.04 LTS. Previously, it
had removed the tex-common package
from the older version. Having just rebooted from the upgrade, I have run tex,
xdvi, dvips on a file and it seems that the
outputs are OK, so perhaps this is not a big problem. It may be that some flag
didn't get dropped in the upgrade process
which made it look for an obsolete nonexistent package.
