Martin Wolf, thank you for reporting this bug to Ubuntu. Raring reached EOL on 
January 27, 2014.

Just to clarify, a bug in the upstream fglrx would only be supported by AMD, as 
it's not from a Ubuntu repository. However, if one uses the one that came with 
the Ubuntu repository, then this is supported here in Ubuntu. Hence, is this an 
issue in a supported release with the repository version? If so, could you 
please execute the following command, as it will automatically gather debugging 
information, in a terminal:
apport-collect 1175910

Please ensure you have xdiagnose installed, and that you click the Yes
button for attaching additional debugging information.

Title:
  ubuntu does not finish booting to login

Status in “xorg” package in Ubuntu:
  Incomplete

Bug description:
  im running ubuntu 13.04 and since i installed the latest fglrx drivers (13.4)
  (i compiled them myself according to this guide: 
http://wiki.cchtml.com/index.php/Ubuntu_Raring_Installation_Guide#Installing_Catalyst_Manually_.28from_AMD.2FATI.27s_site.29_BETA.2FEXPERIMENTAL)

  on nearly every second boot im not getting to the login screen.
  when i press ctrl + alt + delete xorg failsafe is going to be loaded
  but then the system hangs fully and i need to do a reset.

  i will attach a "normal boot"  "hang" xorg.log and the failsafe log.

  the videocard is an amd 7870.
