Title:
  Print settings window reports "Print service is unavailable - Bad file
  descriptor" until cups is restarted

Status in “cups” package in Ubuntu:
  Confirmed

Bug description:
  In the KDE Print Settings window, there are no settings (as expected) but a 
message reading "Print service is unavailable - Bad file descriptor":

  When I restart the cups service, all is well and I can see print
  settings.
