Do this:
System->Preferences->Keyboard
Layout Options->Ctrl key position->Swap Ctrl and CapsLock.
OR just make the capslock an additional control key
The capslock key continues to trigger the capslock light on the
keyboard even though it is functioning as a control key. I have tested
two different keyboards (USB and PS/2) and both have the problem.
Others have reported to me that they do not have the problem and I do
not recall having it in Gutsy:

Swapping the capslock and ctrl keys in Hardy seems buggy.
Do this:
System->Preferences->Keyboard
Layout Options->Ctrl key position->Swap Ctrl and CapsLock.
OR just make the capslock an additional control key
The problems are:
1. The capslock key continues to trigger the capslock light on the
keyboard even though it is functioning as a control key. I have tested
two different keyboards (USB and PS/2) and both have the problem.

2. The key swapping function doesn't always work. Sometimes after
specifying a change in keyboard layout, no change becomes effective. I
don't have exact steps to reproduce. Rebooting seems to either make
the change effective or to lose a layout that was effective without me
making any change. Unless I'm doing something I'm not aware of, this
seems like a bug. I've been working on this for 2 days and I'm
starting to get crazy from all the rebooting. Something weird is going
on but I don't know what it is.
3. using loadkeys with a kmap file doesn't seem much better, but I have a
feeling things are buggy because I really can't get any method of swapping key
layouts to work like it did under Gutsy. For the method I used with a kmap file
