This is the expected behavior as ibus upstream removed that
functionality intentionally, you may want to try an alternative input
method framework (e.g. fcitx) if you really need the feature.

After upgrading from 12.04 to 14.04 keyboard indicator ignores
"Different input for each window" setting in "System settings" -
layout remains the same on switching b/w windows.
