OK. I found the solution.
While upgrading from 10.04 there was an error that has stopped installation 
before it configured and cleared old setup.
I have downloaded 10.11 image and upgraded system from USB. That repaired 
broken configuration. 
Some programs were lost during upgrade. Chromium in my case but installing it 
again restored it to last configuration.
