Legacy notification area appears crowded compared with indicators

Bug description:
Binary package hint: gnome-panel
The spacing between indicators makes any icons that appear in the
legacy notification area (which has very little spacing) appear
crowded.
Please increase the spacing between icons in the legacy notification
area.
