Since 10.04 (fresh install) I was affected by this bug and this other one : Bug #1240198 (Wrong keyboard layout active after booting into desktop)
Suprisingly the two bugs are linked, but think about all shortcuts affected here. None of them affect me anymore after I have changed my input configuration via im-config. I have launched im-config in console (with sudo to resolve the bug for all users) and I have Changed default (use auto mode set by /etc/default/im-config) to ibus (active intelligent input Bus (IBUS) @) I do not remember if I had to install something to be able to do this. If like me, you are affected by the two bugs, you may give it a try and repport it here.
