Can't start a session in low-graphics mode

Bug description:
When starting KDM without the necessary NVidia drivers, I get the message
about Ubuntu running in low-graphics mode.
I selected "Run Ubuntu in low-graphics mode for just one session", and got a
message "Stand by one minute while the display restarts...". It just stays like
that forever. If I click "Ok", it restarts X and starts over.
