"Unmount" removes a single mounted partition, whereas "safely remove" removes all partitions. An observable difference include the disk's continued presence in both Nautilus and Disk Utility. Further, for disks containing multiple partitions, it would be better for all partitions to be removed using the "eject button" rather than just the one.
