The dialog that is affected by this bug is actually part of the "unity
control center" so I'm not sure if paulseaudio would be a good project.

Title:
Mouse wheel direction inverted with the volume slider
Status in Unity Control Center:
New
Status in pulseaudio package in Ubuntu:
New
Bug description:
Unlike the sound indicator (on the top right of the window) and all
other programs which let you use mouse wheel to control a slider, the
volume slider inside the Sound Setting dialog attributes "mouse wheel
up" to lower the volume and vice versa. All other programs attribute
"mouse wheel up" to "volume up" which makes intuitive sense.
