The "dim screen brightness when idle and [alredy] on battery" works on my system but I'm leving this bug incomplete since the original reporter hasn't yet commented and there seems to be some HW specific issues with the screen brightness functions ( see for example bug 844241 and bug 810093).

Perhaps it is just poor wording - in the 'Screen' settings there is a checkbox saying 'Dim screen to save power' that apparently does nothing when ticked.
