Having two "Terminal" entries is indeed a bug.

As for opening a new tab: There's only a single "New Terminal" entry,
which opens either a new tab or a new window, based on the setting under
Edit->Preferences. The shortcut keys Ctrl+Shift+N and Ctrl+Shift+T are
still available.

  Double appmenu entry GNOME Terminal 3.14

Status in gnome-terminal package in Ubuntu:
  New

Bug description:
  There is a double menu entri in GNOME Terminal 3.14 appmenu, in fact there is 
a Terminal entry and a file entry. And there isn't the option for opening a new 
terminal tab, I think the gnome terminal menu should be properly patched.
  I've attached a screenshot of what I'm meaning.
