Bug description:
Ubuntu 13.04 stock, and also present in daily Unity builds.
Dragging icons with Active blur on works in slow motion and very laggy and
whenever a window (eg terminal updating, youtube video) is under it, the app
preview animation and everything works in extremely slow motion with huge lag.
System specs: AMD 970BE, Gigabyte 880Gm-d2h, Radeon HD 4250, 4GB ram,
Raring Ringtail.
