I found a workaround for this. Open ~/.remmina/remmina.prefs and set rdp_keyboard_layout=a0000409
The value a0000409 is for Colemak. If you want a different keyboard layout you can find it on a Windows System in the registry under HKLM\SYSTEM\CurrentControlSet\Control\Keyboard Layouts. You might need to re-apply this when changing preferences in remmina.
