Public bug reported:

I have two keyboard layouts configured to choose from, English (UK)
(default) and Spanish (Spain) as I constantly switch among those two
languages.

After upgrade from 14.10 to 15.04, the keyboard layout active after I
log into my session is neither of those. I can't identify which one. All
I know is the @ symbol is at shift+2 instead of its usual location right
of the colon/semicolon.

The language selector indicator shows English (UK). If I re-select
English (UK), keyboard layout goes back to normal.
