Public bug reported:

When opening anything from a virtual desktop, if this opens on an
already active application (eg click on a link and the web browser is on
a different virtual desktop), the active application gets moved and
maximised into the left display.

1) Open Chromium or Chrome on virtual desktop 1.
2) Place browser on right screen
3) go to virtual desktop 2 and click on anything that opens a link
4) go to virtual desktop 1. The browser window has been moved to the left
screen (but it did open the link).
