Thanks for reporting this issue. In Ubuntu, we don't use the embedded libpng with htmldoc, we use the system libpng.
The security issues look like they are CVE-2009-3050, which was fixed in our 1.8.27-4.1 package, which is currently in all supported versions of Ubuntu. I am therefore closing this bug.
