The 2.8 help was added to vivid, so this is no longer a problem in the
latest Ubuntu release.

https://launchpad.net/ubuntu/+source/gimp-help/2.8.2-0ubuntu1

As regards trusty, a backport to update gimp-help to 2.8 would be a
proper step to take for someone who is willing to do it.

Title:
  don't recommend out-of-date gimp-help-en

Status in One Hundred Papercuts:
  Confirmed
Status in gimp-help package in Ubuntu:
  Confirmed

Bug description:
  I installed gimp with
     sudo apt-get install --no-install-recommends gimp

  and the install printed

    Suggested packages:
      gimp-help-en gimp-help gimp-data-extras

so after gimp 2.8.10 installed successfully I ran
     sudo apt-get install --no-install-recommends gimp-help-en

  but this installed gimp-help-common (2.6.1-1) and gimp-help-en
(2.6.1-1), help for the OLD VERSION OF gimp.

This is actively unhelpful for 90% of gimp users who are better off
  browsing up-to-date documentation at http://docs.gimp.org/2.8/en/

  Until it's updated, gimp-help-en *shouldn't* be a recommended package
for gimp, and the package information should have a disclaimer "Help
for the old 2.6 version of gimp, this documentation hasn't been
  updated since 2011."
