I just upgraded a machine to 11.10 yesterday and can confirm that the
issue still exists.

Binary package hint: gnome-terminal
When gnome-terminal is viewed in full screen mode, by default the
"Show menubar" option is selected, but no menubar is accessible.
Checking/unchecking this option does nothing.
