Public bug reported:

Chrome with html5 video, Firefox with Flash, Totem with mp3 — everything
unmutes the system sound if it was muted before.

Imagine how annoying it is whenever I want to keep silence and something
starts playing aloud.

UbuntuRelease: 15.04
Pulseaudio: 1:6.0-0ubuntu6
kernel: 3.19.0-26-generic

** Affects: pulseaudio (Ubuntu)
     Importance: Undecided
         Status: New

** Package changed: chromium-browser (Ubuntu) => pulseaudio (Ubuntu)
