Title:
  New applications open in foreground, even during drag+drop

Status in metacity package in Ubuntu:

Bug description:
  Environment: Ubuntu classic, no desktop effects

  Just a small surprise, coming from a KDE point of view.

  If I'm dragging a scroll bar, or even if I'm currently dragging a
  window around the screen, new applications open in front of everything
  else.

  In the first case, the new app steals the focus; if I release the drag and 
start keyboarding, the new app will receive the events.
  In the second case, the window I'm dragging will keep the keyboard focus, but 
stay behind the new app.  Which felt really weird.

  I think this is what KDE fixes with "focus stealing prevention".
  Instead of getting in the way, the new app shows itself as a flashing
  entry in the task manager.  Though I'm not sure whether that paradigm
  is available in GNOME (or Unity, for that matter).
