This is actually no bug, it'a feature. These popups are not designed to interact with them, but to just inform you. It's a design decision the Ubuntu guys took which will not be changed.
They are designed to not be in the way. This is why the notification hides as soon as you move the mouse over it. You may have noticed that you can interact with anything below the popup.
