XScreenSaverSuspend comes from the X11 Screen Saver extension library, Package: libxss-dev.
This is naming confusion - XScreenSaverSuspend has nothing to do with xscreensaver. After speaking with the xscreensaver devs, libxss-dev package isn't used by the team.
