thanks for the bug report. this change was done in nautilus by the
request of Design team so I am marking this bug as wontfix. feel free to
report any other bugs you may find. see bug 723861

Bug description:
When I right-click on my Unity Desktop there should be a 'Create
Launcher' menu item. It is not there. There is a 'Create Document'
submenu that has a notification stating 'No templates installed'.
