If my assumption is correct, the bug should be reported against the
ffmpeg source package (which has replaced libav in Debian & Ubuntu
Wily).

It appears that in the next version of ffmpeg (7:2.8.1), 
libavcodec-ffmpeg-extra56 & libavcodec-ffmpeg56 become alternative dependencies 
as you suggest. Wily should probably be patched the same:

  libav dev and extra package are not co-installable

Status in libav package in Ubuntu:
  Incomplete

Bug description:
  once again libavcodec-dev depends on libavcodec-ffmpeg56 but does not allow 
libavcodec-ffmpeg-extra56 which is a dependency from UbuntuStudo-audio
  (it should have a OR dependency)

  that result in the situation where you can either develop or hear
  sound but not both

  the bug does happen before and again but it seems it does happen again
  with each Ubuntu release
