Choosing "Log Out"/"Shut Down" a second time hides the window

Bug description:
Binary package hint: gnome-session
Ubuntu Intrepid alpha 5, all updates installed
1. Open a maximized window, such as Firefox.
2. Choose "System" > "Log Out…" or "System" > "Shut Down…".
3. Choose "System" > "Log Out…" or "System" > "Shut Down…" again.
What happens:
2. The dialog appears sometimes frontmost, sometimes in the background,
depending on how recently you focused another window.
3. The dialog disappears behind the maximized window.
What should happen:
2. The dialog should always appear frontmost.
3. The dialog should always appear frontmost.
I'm not sure whether this is a bug in gnome-session or compiz.
This bug and bug 154547 are mutually exclusive, depending on the
resolution of bug 251211.
