The following steps will fix the problem:-
1.Go to terminal install gksu by typing:
sudo apt-get install gksu
gksu is used to enter password while running a program as root. 
2. Once you have gksu installed, use the command below:
       gksudo gedit /etc/rc.local
and edit the file by typing nmcli nm enable false and reboot.
This will turn off wired connection by default.

  Confirmed

Bug description:
  In Ubuntu 14.04 LTS go to  All Setting->Network->Wired
  Wired connection is on when I start the system.Even when I stop it and 
restart the system it is still on.
