Screenshot from ronsonk exactly describes the problem for me too. Reboots don't fix it. I'm using Nvidia proprietary drivers. I noticed the problem for the first time today, the install (since fresh a week ago) has been fine until now. Possibly related - sound sometimes doesn't start properly either (starting cheese sometimes fixes it - go figure!), and the shutdown button top right just seems to log me out when I choose restart while the "shut down" application does work.
