This is just consmetic, since the gnome-control-center package on the
PPA is a direct backport from Xenial. The actual value is hardcoded at
build time, and doesnt actually represent your system.
`lsb-release -a` is the proper way to check your distro version

I have recently noticed that in the "Details" section of the gnome-
control-center on my Ubuntu GNOME 15.10 with GNOME 3.18 installation
that at the top under the logo it says that I am running 16.04:
