As a work around, until the problem is fixed, you might do the
following:

You can install the dconf-editor, search for onboard in it and change
the values of the coordinates of the keyboard and the icon palette to
values that make it appear on your primary display.

Bug description:
  Hello,

  I have connected external monitor as second display above primary.
  Primary monitor has touch screen. There are onboard keybord and icon
  on primary display. After unplugging second monitor onboard keyboard
  and icon doesn't show on primary display.

  Linux Mint XFCE 17.3 Rosa
  Onboard 1.0.1-0ubuntu1
