minor packaging fixes

Bug description:
There's a few minor things that could be done:
* update Standards-Version to 3.9.5
* update the patches (some of them have hunks)
* in pidgin-dev.install replace the line
build/doc/html/*.{html,gif,png} usr/share/doc/pidgin-dev/html
which triggers Lintian, with
build/doc/html/*.html usr/share/doc/pidgin-dev/html
build/doc/html/*.png usr/share/doc/pidgin-dev/html
* override the Lintian tag "pidgin source: no-debian-copyright" with the
following reason: the copyright file gets generated from copyright.in at build
time
* add ChangeLog.API and AUTHORS to the docs
