Yes, but that kind of stuff should be marked in the package metadata. Nothing forces users to bulk update all the packages in their systems every time, and the standard procedure to move a file between packages is to add a breaks/replaces (that would have avoided this) Anyway there is a new version, adding this is straightforward enough :)
