I am also having the trouble of not getting the onboard keyboard in the lock 
screen. I do have the toggle set to show it then. It appears that the keyboard 
is up, but it is invisible "behind" the lock screen. The reason I say this is 
that, when I unlock the screen with a physical USB keyboard, the onboard 
keyboard is briefly visible on the screen, then it disappears.

  Expected to happen:

  When screen is locked, user should be able to use the onboard if
  onboard is active.

  What happened instead:

  To produce the bug:
  enable onboard.
  enable onboard floating icon
  Lock the screen to see login screen
  Result is a floating icon with no ability to use it.

  This prevents computers with touch screen only from login in unless
  they use actual keyboard.
