I'm not so sure what package is the issue here, the package listed is a guess, 
this also appears to happen with other menus in the panel.
When you have the volume menu open and the screen lock timeout time is reached, 
the screen will not lock or switch off until the menu is closed.

To reproduce:
1. Log in to a gnome flashback session.
2. in the "brightness and lock" settings, set "turn screen off when inactive 
for" to something other than "never" (pick the shortest time for quick 
testing), enable lock and set "lock screen after" to "screen turns off"
3. Click the volume icon on the gnome-panel and change the volume.
4. Leave the volume window open and focussed for the time selected in "turn 
screen off when inactive for"

Observed behaviour: Screen does not lock after the time selected (but
does when the volume menu is closed)

Expected behaviour: Screen should lock regardless of the visibility or
focus state of panel icon menus
