the package "gnome-video-effects-extra" has to be loaded. Only there the 
mirror.effect will be found.
The flip.effect is in standard "gnome-video-effects" already there.

Bug description:
  mirror.effect and flip.effect (/usr/share/gnome-video-effects) have the same 
description in german:
  Name[DE]=Spiegeln

  So only flip.mirror is shown in Cheese on a german Desktop...

  Changing the name in flip.mirror to e.g. "Spiegel" will show both
  effects in Cheese again.
