Decreasing mouse speed does not disable total mouse acceleration

Bug description:
Decreasing mouse pointer speed under "Mouse & Touchpad" does not disable all
mouse acceleration.
"xset m 0 0" is required to disable all acceleration. Changing console
(ALT+F1) and reverting back to X will negate previously entered "xsetm 0 0".
Bug is present in all versions of unity - including Unity 7.4.0.
