Public bug reported:

Description: Ubuntu 16.04 LTS
Release: 16.04

unity-control-center:
  Installed: 15.04.0+16.04.20160413-0ubuntu1
  Candidate: 15.04.0+16.04.20160413-0ubuntu1
  Version table:
 *** 15.04.0+16.04.20160413-0ubuntu1 500
        500 http://archive.ubuntu.com/ubuntu xenial/main amd64 Packages
        100 /var/lib/dpkg/status

When trying to change a users profile picture it wont change, but if you
log out and back in with a different sudo user you're able to change the
picture of the other one. Not sure why this happens, but for sure this
isn't intended this way.
