Public bug reported:

At first I thought this was a regression in Google Chrome (and I
reported it here:
https://bugs.chromium.org/p/chromium/issues/detail?id=617452) but now I
realize it affects Firefox as well.

Since recently, it has become practically impossible to watch videos on
the Web. When playing a video from YouTube, CPU consumption often spikes
above 100% (or even 200%).

It looks like something in the hardware acceleratino got broken and now
the CPU is decoding the video all by itself or something like that.

This is a recent regression that appeared with some automatic update
(not dist upgrade).
