Bug description:
  With the version of LibreOffice Writer on Ubuntu GNOME 16.04 with
  GNOME 3.20 I have noticed that even though (and I have tried turning
  them off and on again, it makes no difference) the horizontal and
  vertical scroll bar options are enabled, they do not show seemingly no
  matter what I do which is very annoying for long documents.
