I thought this report (comment #8 specifically, which describes the fix)
would fix the issue but in my case the udev rule is not misplaced.

Expected: Touching the screen should be interpreted like a mouse and affect the 
pointer
Actual:   Touching has no effect, as if the screen is not touch screen.
