Allow storing thumbnails along with database

Bug description:
Shotwell stores all thumbnails in ~/.local/.shotwell, and these are
not visible by a different user on the same machine. Worse yet - they
are not rebuilt if any of the thumbnails is missing.
Please allow thumbnails to be stored in the same directory as the
database, or allow rebuilding thumbnails on demain.
