The problem persists in the desktop with the external webcam Logitech C170. It does not happen in the laptop (HP 240 G4) when the internal webcam is used. When the external webcam is used, the problem appears. In both laptop and desktop, the problem can be solved by lowering image resolution (to 640x480) in Cheese preferences. I have checked in Ubuntu 14.04 in both the computers and also in Ubuntu 16.04 in the desktop.
